I think you put your finger on it with the phrase "passable project effort". Your teacher's report should've read "could do better". A good teacher should challenge you to do the best you can at all times, to strive to fulfill your potential, not just pass. Think how it's stuck in your memory, how much of an impact it's had compared to the projects where you got the proverbial gold star.
